The Ministry of Human Resources and Social Development has released a draft Code of Appearance and Conduct that would apply across the public sector, private companies, and non-profit organisations. So what does it propose? The draft sets different expectations for different groups. Saudi men would wear the national thobe with a ghutra or shemagh. Expat men would be expected to wear a formal suit, which removes the old grey area around business casual. For women, both Saudi and non-Saudi, the code asks for modest clothing that fully covers the body and is neither tight nor transparent. These standards would apply not only at your desk but also at official events and media appearances tied to your role.

The code goes beyond clothing, too. It sets expectations around professional behaviour, personal hygiene, and dignified conduct, and it bans accessories or items carrying political, ideological, or offensive symbols. Importantly, much of the responsibility falls on employers, who would need to publish their own internal dress policy in line with the ministry's framework. Penalties for companies that fail to comply could reach up to 5,000 riyals under existing labor rules.

What should you do for now? Nothing drastic. Keep an eye on official announcements, and if you manage a team, start thinking about how your internal policy might need updating.
