Makkah Entry Restrictions 2026: Official Dates and Permit Rules for Expats

The Critical Date: Saturday, April 11, 2026

The Saudi Ministry of Interior has officially announced that entry restrictions for Makkah will begin on Saturday, 25/10/1447H (corresponding to April 11, 2026). From this date forward, security checkpoints will strictly regulate access to the Holy City in preparation for the Hajj season.

Who is Restricted from Entering Makkah?

According to the latest notices, any resident or visitor who does not possess the required legal authorization will be turned back at checkpoints. Your standard residency (Iqama) is not enough for entry unless it meets specific criteria.

The following groups are EXCEPTED from the ban:

  • Makkah Residents: Expats whose Iqama was issued directly from Makkah.

  • Hajj Permit Holders: Those with official authorization to perform the pilgrimage.

  • Holy Site Workers: Individuals with a valid work permit for the Holy Sites issued by relevant authorities.

The "Muqeem" and "Nusuk" Permit Guidelines

For those living outside Makkah (such as in Jeddah, Riyadh, or Dammam), traveling for work or religious purposes requires specific digital steps:

  1. Nusuk App Umrah Pause: During this restricted period, the issuance of Umrah permits via the Nusuk platform is typically paused for residents and tourists who do not have a Hajj permit.

  2. Muqeem Portal Permits: If your company requires you to enter Makkah for business, your employer must apply for a seasonal entry permit via the Muqeem portal.

  3. Document Check: Ensure your digital ID on the Absher/Tawakkalna apps is updated, but keep a printed copy of your specific entry permit to avoid delays at the Sh Shumaisi or other major checkpoints.

Why You Should Verify Your Status Now

Entering Makkah without a permit during the Hajj season is a serious violation that can lead to:

  • Immediate deportation and a ban from re-entering the Kingdom (for expats).

  • Hefty financial fines as per the Ministry of Interior regulations.

  • Vehicle impoundment for those transporting unauthorized individuals.

Expat Tip: If you have a hotel booking in Makkah after April 11, 2026, contact the hotel immediately. Without a permit, you may be unable to reach the hotel, and many bookings are non-refundable during this peak season.
